What Happened
GitHub added controls that let organization owners charge Copilot code reviews requested by licensed members to the repository-owning organization rather than to members’ Copilot quotas. This requires AI Credits paid usage; member billing remains the default. Owners and repository admins can also require reviewers to use a Copilot license issued by their organization or enterprise. Repository admins cannot override an owner’s restriction. [4]
CodeQL 2.27.2 improves analysis for C++, Go, Rust, and JavaScript/TypeScript. GitHub code scanning’s Default suite runs 498 security queries covering 170 CWEs; the Extended suite adds 131 queries covering 32 more CWEs. The release also changes Go’s control-flow graph in a way that may require updates to custom queries. [2]
GitHub now permits users with triage access or higher to archive and unarchive pull requests. Archiving closes a pull request, makes it read-only, and hides it from public view while retaining access for users with triage access or higher. Unarchiving does not reopen it. [5]
Why It Matters to Businesses
Repository-level AI review billing gives organizations a way to fund reviews as a shared engineering expense, but paid usage makes budgets and ownership explicit decisions. License restrictions can prevent reviews from being requested through externally supplied Copilot licenses. Meanwhile, CodeQL’s broader modeling may improve findings, but scanner upgrades need compatibility testing—not just a version bump. [2][4]
Kimbodo Engineering Perspective
AI review and static analysis serve different purposes. Copilot can assist human review; CodeQL runs defined security queries that can be tested and governed in CI. We would measure whether AI review improves review throughput or catches useful issues before expanding paid usage, while treating CodeQL query and build compatibility as release criteria. [2][4]
How We Would Implement It
- Choose member or organization billing by repository ownership, enable AI Credits paid usage only where needed, and set a budget and usage review cadence. Apply the organization-issued-license restriction where review access must stay within enterprise controls. [4]
- Pin and test CodeQL 2.27.2 on representative repositories before broad rollout. Validate custom Go queries against the changed control-flow graph and compare findings with the previous version. [2]
- Check scanner build environments: traced analysis of compiled languages in autobuild or manual build mode is unsupported on macOS 27 with any Xcode version, and on macOS 26 with Xcode 27. Use at most macOS 26 and Xcode 26 for those modes. [2]
- Document who may archive pull requests and how archived decisions remain discoverable to authorized reviewers. Do not treat unarchiving as reopening. [5]
Risks, Costs and Security
Organization-billed reviews can create unplanned AI Credits spend without repository-level accountability. CodeQL upgrades can disrupt custom Go queries or unsupported macOS build jobs. Archiving reduces public visibility and stops further discussion on a pull request, so teams should retain the records needed for audit and incident review before using it as a workflow shortcut.
